On October 15, Acting Consul G eneral Zhang Shuhao attended the groundbreaking ceremony for a new classroom building at Tipolo National High School in Mandaue City. Around 150 people attended the event, including Mandaue City Mayor Thadeo Jovito “Jonkie” Ouano, Congresswoman Emmarie Ouano-Dizon, Johnson Ng, President of the Cebu Mandaue Filipino-Chinese Chamber of Commerce and Industry, and teachers and students of the school.

In his remarks, Zhang commended the Chamber for its support for local education and briefly introduced the four major global initiatives proposed by President Xi Jinping and China's diplomatic vision. He noted that China and the Philippines are close neighbors that cannot be moved apart. He expressed his hope that the two peoples would enhance mutual understanding and deepen friendship, inject positive energy into China-Philippines relations, and help bring bilateral relations back onto the right track of sound and stable development at an early date. He also encouraged teachers and students to visit China and see China's development firsthand.

Some classrooms at the school were damaged by a fire in 2019. The new classroom building is being funded by the Cebu Mandaue Filipino-Chinese Chamber of Commerce and Industry.
